On Friday, the Biden Administration released a previously classified intelligence report confirming that Crown Prince Mohammed bin Salman of Saudi Arabia approved the plan for operatives to assassinate the journalist Jamal Khashoggi in October 2018.
As I wrote in my March 31, 2019, Washington Post op-ed, I have always believed that "in an ideal world, international conventions could be used to try the suspects in an international criminal court. But Saudi Arabia does not recognize the international criminal courts and has not signed on to relevant conventions."
